First of all u have to buy a SIM of any company from its franchise. then put that SIM into your cell phone. now make sure that u have your NIC card with you and MUST remember your mother name which is on her NIC card number. once i told him that my mother name is eg. "Khalida Ali" but he refuses and said this is not your mother's name... I was also wondred... hahaha
Then i see my mother's NIC and there was written "Khalida Ali Kashmiri".
So, this was an example for you people that you should remember your mother's name which is written on her NIC. then call 789 wait for response. he or she will ask about your little personal information and then will ask about your mother;s name. so be confident. then he will activate your SIM.
